This article seems to purposely mislead as it steers you to think ‘asking permission’ is only required when you are out of Country.
No matter the Country – IF the subject IS the focus of your picture then you need to ask permission.

Thanks for the great and really helpful article on such a sensitive subject. I like the idea of street photography but the idea of asking people’s permission scares me a bit! This article really helps though!

The exact same thing happened to me in Morocco with a man in Marrakech. I was in the market and a man popped a monkey on my shoulder and demanded that I had a photo taken and paid for.
